Windows dynamic attributes aren't always displayed in PAC Display Configurator

Symptoms:

If more than one window is configured in the Operator Driven Attributes for Windows, only the last window added to the Affected Windows group is listed when the attribute is later inspected. The windows behave as expected during Runtime, but aren't listed correctly in Configurator.

Example:

In Configurator, Project has Window A, Window B, and Window C.

With the rectangle tool, draw a small rectangle.
With the select tool, select the rectangle and double-click it to assign dynamic attributes to it.
Select Windows and click Edit.

Assign Open to Window A, and Append to Affected Windows.
Assign Close to Window B and Window C, and Append to Affected Windows.

Click OK.
Click Edit from the Graphic Dynamic Attributes window. Window C is the only window listed in the Affected Windows.
