PAC Control permits configuring legacy brains to configure SNAP-AIPM/3

Symptoms:

PAC CONTROL erroneously allows legacy I/O units, such as Ultimate I/O, Ethernet I/O, and Simple I/O units, to configure the SNAP-AIPM-3 and SNAP-AIPM module. These modules are not supported by these I/O units.
