Inspecting Event/Reactions in PAC Control debug mode can cause crash

Symptoms:

In a strategy with Event/Reactions (from a legacy strategy using legacy I/O), double-clicking on an I/O unit's Event/Reactions folder in Debug mode may cause PAC Control to crash.
