'Inspect Event/Reaction' dialog in Debug mode may not correctly reflect the Enabled state

Symptoms:

The Inspect Event/Reaction dialog in PAC Control debug mode does not always correctly indicate an Event/Reaction's Enabled state. The Enabled field should indicate if an event/reaction is enabled or not. Instead, it ORs the state of both the event/reaction and the state of the I/O unit where the event/reaction is configured.

For example, if the Event/Reaction is disabled, but the I/O unit is enabled, then the Enabled status for the Event/Reaction incorrectly shows it in the Enabled state.
