Editing Pointers allows Persistent initialization

Symptoms:

When modifying a Pointer variable (Configure > Variables, Type > Pointer Variables, click Modify), the Persistent option is incorrectly shown. The only options should be Initialize on strategy download and Initialize on strategy run.

Pointers configured for Persistent initialization may have unexpected results. For example, a Pointer to a Numeric Variable that is created with Persistent initialization will behave like a variable configured for Initialize on strategy download. A Pointer to a Timer variable that is created as a Persistent, shows as Initialize on strategy run, but actually behaves like a Persistent variable.
