Controller may need strategy download after power cycle or reset

Symptoms:

A controller may need to have its strategy downloaded again if a controller is configured for Autorun and is power cycled or reset, and the conditions listed below are met. The problem was introduced in PAC Control version R8.2g when the number of communication tries for an I/O unit could be modified.

The following conditions trigger this problem:

The tries value is set to a value other than 3.
The strategy is downloaded to the controller, but is not yet burned to flash.
The strategy is run.
The strategy is burned to flash, but it has the incorrect CRC.
After a power cycle or reset, the strategy cannot be loaded into RAM because the CRC is incorrect.
