groov: Using Internet Explorer, PAC Control strategy cannot be updated

Symptoms:

If you add a new tag to a PAC Control strategy used in groov, you need to update the strategy's .idb.txt file in groov. If you try to do this using Internet Explorer, groov incorrectly indicates that there are no changes to be made.

This is not an issue in Firefox, Chrome, or Safari.

Workaround:

Use a different web browser (Firefox, Chrome, or Safari).

Resolution:

Opto 22 has resolved this issue.
