PAC Control: Handshake failure sending email to SMTP server using SSL certificate with specific algorithm

Symptoms:

When a SNAP PAC controller tries to send an email to an SMTP server using TLS, the controller reports a handshake failure and the email is not sent. This issue occurs only if the server uses a root certificate signed with a SHA256RSA or SHA384RSA algorithm.

This issue may occur with two commands in PAC Control: Send Email and Send Email with Attachments.

This issue does not affect SoftPAC.
