PAC Display Runtime terminates if the project's ODBC data source is not available

Symptoms:

Note: This issue affects only PAC Display Professional.

If a project's configured ODBC data source is not available when PAC Display Runtime starts, Runtime displays a message that it must terminate.

Instead, Runtime should keep running, write an error message about the ODBC data source, and continue trying to connect to the data source.

Resolution:
