Using a string or negative value for the table index in a RESTful request returns the whole table

Symptoms:

When using the RESTful API to get elements in a table, if the request* contains string data or a negative number for the index, the API returns the entire table.

For example, a request like https://10.20.30.40/device/strategy/tables/int32s/MyTable/-10 should return a -12 (Invalid table index value) error. Instead, the controller will return the entire table.

Note: If the index in the request is a valid number that is larger than the number of elements in the table, the controller correctly returns a -12 error.

*A request is a URL that follows the syntax for the SNAP PAC REST API. It's also known as an "endpoint."
