PID ‘forced value’ parameter may be limited by ioControl

Symptoms:

A PID output’s ‘forced value’ parameter may be limited by ioControl when the input is under-range. In this example, the output value has a lower clamp of 60, and an upper clamp of 100. When the input is under-range, the desired output is 80, however, ioControl reports the value is invalid.
