PAC Control leaves host port Ethernet sessions open after download cancelled

Symptoms:

If you start a strategy download to a controller, but click Cancel before it completes, it leaves 2 Ethernet host port sessions open. These sessions will remain open and take away from the 31 available host port sessions. If enough PAC Control downloads are cancelled, eventually PAC Control may report a -9 (Timeout) error and the controller may not respond to any connection requests. The only way to restore these sessions is to either reboot the PAC Control computer or reboot the controller.
