Backup controller status rapidly cycles in PAC Redundancy Manager after strategy is downloaded and started

This issue only occurs with a large PAC Control strategy configured with many I/O units where the strategy does not have any Sync blocks.
After downloading and starting the strategy to a backup SNAP PAC controller, you may encounter the Status (via Arbiter) field rapidly cycling through the following states in PAC Redundancy Manager:
- Qualified Backup
- Non-Qualified Backup
- Non-Qualified Backup (I/O Impaired)
- Online (Candidate)
Add Sync blocks to the strategy, or wait for the initial controller synchronization to occur before starting the recently downloaded strategy.
