PAC Display Runtime: Inconsistent refreshing of graphics and values

Symptoms:

If you have this issue, you might observe the following behaviors, inconsistently:

The values in a graphic may not update.
The values in a graphic may show upon initial loading of the graphic, but then don't update.

Another aspect of the inconsistent behavior is that:

It doesn't happen on all PCs or on all projects.
Even among the PCs and projects where the symptoms do occur, the results are sporadic. They may or may not be corrected by restarting PAC Display or the PC.

Several different actions may seem to resolve the issue:

The problem window is closed and reopened
The problem window or PAC Display Runtime is resized
PAC Display is alternated between minimizing and maximizing.

The issue occurs only on Windows 10 and 11. Symptoms begin shortly after a Windows upgrade to these versions, and sometimes not until an upgrade of PAC Display.

Resolution:
