After power cycle, groov Manage REST API calls or Node-RED for groov I/O nodes may fail

Symptoms:

After a power cycle or restart of a groov RIO, REST API calls to groov Manage or Node-RED flows with Node-RED for groov I/O nodes may fail. You may see the following in the log files (from groov Manage Home, click Info and Help > Logs):

The Node-RED logs will show errors like: [error] [groov-io-input:9d4cd717.813378] Status code 403. HTTP response error : 403.
The groov Manage logs will show many errors like: [ERROR] AuthService - Could not find user.

This can affect the following:

On a groov RIO, Node-RED for groov I/O nodes accessing the local I/O channels.
From another device, Node-RED for groov I/O nodes accessing the I/O on a groov RIO.
Any client using the groov Manage REST API on a groov RIO.
