Get & Restart pulse measurement commands may not restart active pulses

Symptoms:

If an on- or off-pulse measurement is in progress on a groov I/O module, the Get & Restart pulse measurement commands get the current value but may not restart the measurement; with this issue, the value does not clear and the input continues its measurement.

Workaround:

Do the following:

For on-pulse measurements: Verify that the on-pulse measurement finished by running the Get On-Pulse Measurement Complete Status command before running the Get & Restart On-Pulse Measurement command.
For off-pulses measurements: Verify that the off-pulse measurement finished by running the Get Off-Pulse Measurement Complete Status command before running the Get & Restart Off-Pulse Measurement command.

Resolution:
