Time zone change that is set for 5th week may change prematurely

Symptoms:

If you configure a controller to change the time zone on the fifth week of the month (for example, in PAC Control, you specify 5 for the Ord1 or Ord2 argument of the Set Time Zone Configuration command), the time zone should change on the specified month on either:

the 5th occurrence of the specified day of the week, or
the 4th occurrence if there is no 5th occurrence of the specified day of the week.

With this issue, the time zone may change on the 4th occurrence of the day of the week, even if there is a 5th occurrence in the specified month.

Workaround:

Manually adjust the hour to correct this behavior.

Resolution:
