I/O unit incorrectly reports communication enabled after power cycle

SoftPAC

Versions Affected:

For groov EPICs: 3.4.0 to 3.5.0
For SNAP PACs: R10.4a to R10.4d

Resolved In Version:

For groov EPICs: 3.5.1
For SNAP PACs: R10.4e

Symptoms:

After the following events, the I/O unit should report that communication is disabled:

An I/O unit cycles power.
The PAC Control strategy tests if the I/O unit is available with the following combination of commands:
- Is I/O Unit Ready?
- I/O Unit Communication Enabled?

With this issue, if no other commands are run before that combination of commands, the I/O unit may incorrectly report communication as enabled.
