Delta phase following faulting phase incorrectly reports valid data

Symptoms:

If a GRV-R7-I1VAPM-3 module is configured to monitor a delta system and there is a fault (usually indicated by a quality code other than 0) in a channel in one phase, the corresponding channel in the subsequent phase may not report a fault, which is incorrect behavior. For example, if channel 5 in phase B reports quality code 5, channel 5 in phase C may continue to report quality code 0 (indicating valid data).
