groov RIO may not connect to network after a power cycle during network disruption

Symptoms:

Under the following circumstances, when you attempt to connect to your groov RIO, the browser reports that it can’t find the RIO:

The groov RIO was connected to the network.
The network connection is disrupted (either by physically disconnecting the Ethernet cable or the network hardware—like the router—has failed).
You cycle power to the RIO by either resetting it or powering it down and then powering it back up.
You reconnect the Ethernet cable or the network hardware resumes operation.
You wait at least 12 minutes before attempting to connect to the RIO through the browser.

If you use groov Find to locate the RIO, it may find it and report that it has a “link local” IP address, which is an IP address that begins with 169.254.xxx.yyy.
